1111 SUTTER STREET

In Lower Nob Hill, ElevenEleven Development — a Project of the AFL–CIO HIT — Kicks Off in Earnest

Published December 2025

On Thursday, December 11,  a significant new build broke ground at 1111 Sutter Street in the City’s Lower Nob Hill neighborhood. The project, branded as ElevenEleven, is a 22-story, 225-foot residential mixed-use tower being financed by the AFL–CIO Housing Investment Trust (HIT) and spearheaded by developer Martin Builders.

Being an inherently union concern, the AFL–CIO HIT has been a great partner of the SF Building Trades in the past, and this project is no exception. This is, of course, a 100%-union, PLA-negotiated build. And though it just celebrated its official groundbreaking, ElevenEleven has already brought a number of building trades members together on the jobsite to get things rolling, as you’ll see in the accompanying photos.

This is affordable housing, too. One-third of the total 303 units in the finished tower will be designated for lower-income residents.

Enjoy the photos.
